A compact twister and a method for producing a twisted wire that can efficiently produce a short twisted wire that satisfies performance requirements, as well as a ply and a pneumatic tire twisted using the twister or the method for producing a twisted wire, are provided. <??>The twister includes a rotating body 30 for twisting plural filament wires that are fed thereto to form a cord 20 and for applying a feeding force to the cord 20. The rotating body 30 includes a feeding mechanism 58 within a housing 31, and the cord 20 is discharged from the rotating body 30 by the feeding mechanism 58. The twister carries out twisting operation with one of a cord side of a twisting point or a filament wire side of the twisting point being free.
