A hydraulic system (10) for dispensing fluids using at least two tanks (11, 13). One tank (11) is higher than the second (13) to add a pressure drop to the lower tank (13). Air is introduced and is discharged under pressure, so that fluid is transferred between the tanks (11, 13). The increase in pressure in one tank is transferred to the other tank which then can discharge fluid under increased pressure. One source of fluid is from a hydraulic system having a source of hydraulic fluid having a static pressure, a rotating shaft (135) for rotation upon contact by a stream of fluid, and a pressure exchange device (117) to convert the hydraulic fluid from static to dynamic pressure. A bladder (121) receives fluid and expands so the pressure in the bladder (121) is equal to the pressure drop of fluid to the bladder (121). The bladder (121) is connected to the outlet (129) to discharge the fluid without restriction at the pressure of the pressure drop.
